Summary | 0000721: 'HTML is off' is effectively a pointless/legacy piece of text
Description | Support for HTML was completely removed in 1.9.12, so this text is effectively redundant as all forums and post signatures now have it globally disabled. I'm assuming there's still a check in the code for HTML-functionality for the sakes of legacy database compatibility prior to 1.9.12, which would explain why this is still here. Extremely trivial, but it's noticeable regardless lol.
