Summary0000945: Combine the CSS Requests into css.php
DescriptionAs of v1.9.12, we have the primary stylesheet served by css.php, while the theme.css is served separately. This is an improvement from older versions, but still has some disadvantages:

Separate requests are slower and should be combined.

Leaving theme.css as a separate optional sheet requires a file existence check on the server for every page.
