Based on a read of the wizard.php file, it looks like the installer should automatically switch to upgrade mode after the admin successfully creates a config.php file and attempts to proceed to any step of the install. I will test this before closing out the issue. |

Needs tweaks in the "step" logic to get the upgrade to start from the beginning rather than reusing the install step number. |
