Summary0000799: Can I Upgrade Without a config.php File?
DescriptionHere is an untested scenario for the newly integrated installer/upgrader: If I follow the install steps and provide database credentials for an existing installation of an older version, will the v1.10 installer gracefully switch to the upgrader and/or admin login steps?

Based on a read of the wizard.php file, it looks like the installer should automatically switch to upgrade mode after the admin successfully creates a config.php file and attempts to proceed to any step of the install. I will test this before closing out the issue.

Needs tweaks in the "step" logic to get the upgrade to start from the beginning rather than reusing the install step number.
