Summary0000786: "No forums exist" Displayed When Logged Out
DescriptionIf a guest user doesn't have access to any forums and the private forums display is disabled, then XMB shows the misleading message "No forums exist."

Except, when the Categories Only On Main Page setting is enabled, it shows the categories.
