Description	Several recent issues have highlighted the need to further improve the forum permissions system from version 1.9.9. * Ambiguity about the X_PERMS_VIEW and X_PERMS_USERLIST relationship. * Unwanted duplication of code blocks that gather permissions for all forums. * Unwanted duplication of code blocks that check parent forum permissions. * Difficulty of obtaining a CSV list of forum IDs after checking permissions.
