It looks like there have been a few different tweaks to URL debugging. Originally in 1.9.11, the intention was to match host names exactly during install. In 0000297 I realized this caused a problem after install for anyone using localhost. In 0000346 I realized this was causing a problem after install, where hitting localhost would cause the debugger to ignore the domain setting. After fixing those two issues, exact host name matching became impossible, so the installer stopped working for both localhost and IP literal addresses.
