Summary0000319: More Error Checking Needed in attach-admin
DescriptionXMB will delete attachments if fopen() returns FALSE in moveAttachmentToDisk().

PHP throws E_WARNING, so this behavior is not unexpected, it just needs to be handled correctly.

There is also a call to mkdir that was missed by 0000294
